When the troops finally came to the assistance of those dispossessed by the hurricane, they came under the command of Lt. Gen. Russel Honore.

He's the commander of the 1st Army based at Fort Gillem in Georgia, which is slated to be closed by the BRAC.

So I guess we know that the Pentagon and the BRAC clearly thought of everything when they decided Gillem was no longer needed.
