But this is the case right now and it's not working because there is a small group of "assholes" raping, murdering, etc....
In order to control the situation you need cops or military. They need leaders in order to coordinate movements, a hierarchy is created, your screaming for Anarchy again. It's a vicious cycle when you really look at it!
