there was a mandatory evacuation,some people chose not to go.

Most of the people didn't have the means to leave. Even if they walked 80 miles, it's a bunch of refugees running around. Either way these people would've needed food, water, and shelter. That's why it's the government's role to help these people who don't have the resources to evacuate. Not everyone has a car and money on their lap. Shit.

there were 36 shelters available around the city,the bus ran until the storm hit.the levees were up to date and werent built to handle a cat 4 hurricane.those people made a choice not to go to a shelter.people were having hurricane parties for gods sake.
