rolling with a pen might work...

for those who dont know, roll the paper around a pen, and glue it. Slide the paper up the pen till theres about a quarter inch of paper still on the pen. Fill with bud, and poke it down with another, slightly narrower pen. When full, take it off the pen and smoke away.
