I would save the congratulatory chatter until a constitution is ratified and in place.

Right now, they still can't even agree on what kind of country they want to be; they just left that part out. Even the U.S. ambassador to Iraq now says there must be wholesale changes in the final draft for it to work.

i would also wait until the constitution is upheld,however watching the different groups debate issues like WOMENS RIGHTS and FEDERALISM in the heart of the middle east is an amazing thing people never thought possible in such a short time.
