    need a little help

ive got five plants and are about 10 weeks old. only two are about a foot tall. the rest have 5 or 6 sets of branchs and olny 4 or 5 inches tall. what could cause them to grow so slow when two of them are doing ok.

next question little brown spots from bottem to top bottem leafs curling upward and turning yellow and brown. what could this be?
got on 16/8 hour light cycle. could it be nuts. or over watering? any responce would be much appercated thanks......

one other thing is that they are growing under 3 fluorescents, 1 agrosun grow light, 1cool white, and one wide-spectrum grow light are these good enough to get good crop. all are 40 watts in a 2 1/2 ft wide 4 ft long and 8 feet high room
