BC is lax
I went to Spain. The people in the apartment across from my room had 2 plants growing on their balcony. It's not LEGAL LEGAL there yet, but the laws are very very chill. LOTS of ppl grow there and as long as you are not being too public and not being a jerk, you're OK.
Montreal is a good place too. not legal, but our cops can be pretty cool. Lots of times they just tell you to move along or go somewhere else, or they just take it from you and let you go...better to lose your shit then go to jail!
