It certainly isn't (it's not legal anywhere, technically), but I think they were trying to say that you won't run into too much trouble with the authorities for having it.

Many EU countries are also quite linient with personal consumption marijuana posession and you could find people in parks smoking out with no worries that a cop is going to screw around with them, the only country in europe to my knowledge that has really tight marijuana laws is france you'll get busted for any amount of it.
