I have done the pvc hydro setup. We built a wooden stand that every thing sat on, I'm sure a pvc stand would work just as well. We didn't have two chambers so moving them was really never an issue. Moving them shouldn't be so hard unless they are huge plants. I used a wood stand then just cut v-notches in the ends of the stand so the round pvc can sit in, or you could use some form of strap to hold them down. As far as moving from room to room install fittings in the tubes so that you can easily disconnect air and water tubing from the pvc chambers. The two rooms will have to be pretty identical to each other so transitions are smooth.

I am no licensed electrician but I work in a field very closely related. I built a sub electrical panel for a grow before that used 240vac to feed the panel with 10 120vac breakers in the sub panel. I think the total cost was less than $100, but I also had some of the materials due to my job.
