I think that was cocaine. I could be wrong, but I feel pretty confident they equated violent blacks with cocaine use. I actually just saw a thing on tv about it, that coke was considered a wonder-drug by many people, even Sigmund Freud...

Criminalizing marijuana was definitely anti-south america, anti-immigrant, anti-brown people in general, which could include blacks (generally if it involves prejudice, Im sure they were included), but Im sure it was mostly south americans. Which countries do you think will get rich if the herb is legal? If coke was legal? The US had no interest in helping support the prosperity of the brownies, and used people's prejudice's to equate the herb with lazyness, being dirty, being a scumbag - when really its all about money.
