yes it is brass. It's one of the old school kazoos. Hit is kinda harsh, not too bad but i had all my things confiscated so it'll do for now

nah, you have to take the paper out that makes the sound

and david, i believe brass is safe to smoke out of, many pipes are made with brass.

Yes, brass is one of the best metals to smoke out of actually. Plus I've noticed it doesn't change the taste of the smoke...the flavor is the same you'd get out of a glass pipe.
