Yes,
You can grow using flor. Home depot has them for cheap. Keep them close to the tops of your plants.. No further than 2 inches for best results.

But arn't there two different types of F.lights? Isn't there a clear one and one that is kinda a foggy-white color? Which ones should I get? Or both?

dont wast your time with fluros ,go and buy a nice 400wat hps light this will be good for 2 or 3 plants

Just because you can doesn't mean you should. Anything worth doing is worth doing right. Don't use flouros except for clones and seedlings. If your going to use only one light for veg and flowering get an HPS Hortilex bulb with some blue spectrum to balance out the initial red spectrum that HPS offers. 400w can grow more than 2-3 plants. You should make your decision based on space set aside for garden. If your using a closet, go 250w because that closet is going to get hot. Get a book. Don't take this on blind. Research, research, research! Otherwise your wasting money.

Hey. Alright I will buy a HPS Hortilex bulb. Right now I have some germinating seeds, they have not yet been planted. Can I use this HPS Hortilex bulb right away? Or should I use a Flour. light at first then switch? Where can I buy a HPS Hortilex bulb?

The HPS Hortilex bulb screw into all normal light sockits, right? Like if I wanted to screw it into some random sockit in my house I could do it? OR does it come with a specific base that it needs to be screwed into?

i just want a plant for myself.. if i use flourescent, wil i come up with a decent bud?

Well it all depends, what type of florescent tube light are you using? How strong? How big? These information is something you need to look into, heres a link that gives good information on indoor growing, and give lots of details based on lighting....
