If you get the Gimp (http://www.gimp.org) which is a free open source image editor (very similar to Adobe photoshop, but its FREE!) Then after you have the gimp running open your picture then go to Image>Scale Image. From there you can scale it down using a number of measurments (pixels, inches, cm, mm) The photo will stay proportional too. Hope that helps.

... gimp is a bit complicated for novice users. Photoshop is complex enough, but gimp seems to be just above casual graffics users. Google's new free image program picasso seems to be fairly decent, and straight forward. If you have no plans on hardcore image editing then picasso maybe the best choice. Plus then you don't have to worry about the seperate installation of gdk.
Of coarse if you do want to do more complex image editing, gimp is great
