Or rice paper, if you can find it. They carry it in Oriental specialty food stores, and is intended to be used for wrapping ingredients for various dishes. Rice paper is the same thing most typical rolling papers are made of. The only thing missing is the adhesive strip, but a VERY little dab of mucilage works well. It won't burn as well as rolling papers, since they contain additives to help control the burn rate. But, in a pinch, it's probably the best substitute available.

If you buy it in a food store, you'll need to dry it out first. Put one sheet in the oven at about 250 - no hotter - for a half hour or so.

Anyway, Lily, don't worry about it, man.. I'm 18 and I still get ID for cigarettes. You used to have to be 16 to buy tobacco and tobacco products here, but when I was finally old enough to buy them they changed the law from 16 to 18. That really pissed me off, not because I personally couldn't buy them, but because the government is basically saying "you were old enough to do this, but now we think you're not" which makes absolutely no sense. But now i'm 18 and I don't give a shit, even though I still get asked for ID... usually when that happens I just laugh and say "are you serious?". lol
