No. Only the FDA can assign controlled substances to the controlled-substance schedules. Controlled substances must meet specific criteria in order to be considered such, and pseudophedrine doesn't meet any of them, AFAIK. For now, this is only a law in a single state, as far as I can tell, though others may shortly follow suit.
