Should I put under fluro's

Ive germinated my seeds there about 3cms high, ive started adding small amounts of nutes [STOP ADDING NUTES. TOO YOUNG AND TOO SMALL ] and ive left them in a propargator sitting on a window sill. They dont seem to be doing alot. Should I move them into my grow cabinet and put them under the fluro's, im gonna use 2 125w blue spectrum lights. [YES. MOVE THEM NOW ]Im a little worried that they might strech.

Can anyone help it would be greatly appreciated as this is my first grow.
