The whole problem with terrorism is that the terrorists are able to target a few very important places/people and if they manage to carry out the attacks then everyone is effectivly terrorized. But If we didn't have this kind of monarchal society and we were all individually governed it would be so much better. For example a great benifit would be Calif.
