On the stealing of lighters, the people in my town seem worse than others. I go somewhere with a green and a red bic, and I will leave with a black bic and two purple bics or something.

We get very confused with the lighters, and people just pass the lighters around even though everyone has one, and I myself try to hand people lighters and they dont pay attention so i set it on my lap and use it later and then end up with it.

Wow, strangely enough I decided to look in the pocket and found that I didn't have my blue bic and my flame bic, I now have a black bic with what looks like a sticker of godzilla's eye on it..lol

The packer of the bowl or roller of the joint gets first hit around here, and they usually offer it to the person whose weed it is, and the person will tell them they get the privalege.

Anyway, ya people always have severe rules for blowing into the bowl or bong, mine is you are out of the rotation for the next bowl unless you make me a sandwich.
