From what I understand about different light types, Halogin bulbs produces way to much heat for the amount of light produced. Also, the Halogin light spectrum is not ideal for growing. You would be better off going with compact flourecent types lights before Halogin. Ideal would be Mh typ light for veg growth and HPS for flowering.

Again, not enough light and too much heat. Incadescent lamps (and halogen lamps fall under this category) are not very efficient and only convert about 20% of the electricity consumed into light. The rest is dissipated as waste heat. Additionally, as mentioned above, the color temperature is wrong for good growing. I'd use a compact fluorescent (CF) bulb, like a GE EnviroLite, which are not much bigger than standard incandescent bulbs. CF lamps are available in a wide range of wattages and spectra, and produce considerably less waste heat than incandescents.

Maybe, but probably not well. Because of the low effeciency of incandescent lamps, you need to run a much higher wattage to get the same light output as you would from a comparable fluorescent or HID lamp. This means even more heat to deal with. Short of candles, incandescent bulbs are the worst possible light source for growing.
