I understand what you're saying, but please do not assume that the Brooklyn neighborhood called Farragut is "poverty sticken". It's not Sutten Place (NYC), but it's not the South Bronx, either.
Well, the crime in NYC (and elsewhere) has gone down considerably, for the most part, in the past fifteen years. This was partially due to the effect of Roe vs. Wade: less unwantedness means less crime. Many people will argue against this, but there has been no better explanation for the sudden drop in crime across the nation since the early 90's, some 20 years after the legalization of abortion.
