If you'r gonna clone a plant I would do it in the veg cycle cuz just like bruiser said, it is a lot more work to take one that even has buds on it already. Besides, the smart thing to do would be take a clone off a vegetation plant and if you want, flower that one clone and see if it's a female, if it is then take all the clones you want off the mother plant, if it isn't, well, you know what to do.
