I'd ask him, in a very sincere way, "What's the deal with your eyes ?". You might get an honest answer, and then you can explain that you're not quite sure how to look at him. Maybe he can help you.

if you're going to look at the guys forehead....(LOL).. at least stutter alot or something, so there's a reason for acting like a weirdo. make him think that you're just as 'un-normal' as he is. that way he's not uncomfortable with you looking at his head while you're talking to him. geez, that's got to be one of the most disrespectful things i could think of...staring at his hairline when he's talking to you. lol... and i think you're going to make him uncomfortable no matter how you ask him ''what's the deal with your eyes?" that's just wrong. but yes, watch out for pissing people like that off...this one kid when i went to high school, he wore HUGE coke bottle glasses and was always talking to himself. he would always be in gym trying out wrestling moves on 'invisible people'. this one dude came up to him on the bleachers one day and started talking trash to him.... so he puts the guy in a sleeper hold and wouldn't let go for about 5-10 minutes!!!! this guy was passed out and slobbering all over himself with blood coming out of his ears (the guy in the sleeper hold of course!) .... and the weird guy just dropped him about 5 feet from the bleachers to the hardwood floor on his face. needless to say, nobody messed with him again that year. lol...

if hes cockeyed, I doubt he realizes you have troubles looking at him. Hes probably had this problem his whole life and is used to the way ppl look at him.
