I conjecture that the critical details are in the arrangement of the light fittings and the pots to grow the herb in. Info and pics would be welcome here, I'm sure.
At the moment, I'm gathering parts for a mini structure to start seeds in... trying to get a hold of two light sockets [for compact flourescent bulbs] and a seed planter tray, got the rest, including a timer.
Plan to construct a larger version of the thing, of course, for the mature plants eventually, with a number of flourescent light fittings. I do have room for a big version... just haf ta clean out the literal junk upstairs..!
