Enough light
The math and science does not support your claim. Yes fluorescents can grow pot. The plants will stretch and the yield will be very low but it will work. Halogens do not have the correct light spectrum to produce quality buds. Halogens will produce way more heat then you need for any plant to grow. Heat will turn your plants to hermie faster then any single event. If you are after stressed out seeds then keep up the heat lamps.
