starting out questions

1) after im done germinating the seeds how deep should they be put in the soil?
2)I heard a rumor about blacklights what do they do?
3)how do i get the plants to stay short but stiil grow buds?would a light cycle of 20/4 help?
4)whats the best light i should go for with 50 bucks?
5)and how do i get the plants not to stink up the place?
