Ok, this is an idea I got from another post I made.

For those of you who are pissed at the Government with this war on Marijuana, would you stop lashing out at them and be fine with things if Marijuana was decriminalized but you had to pay a fine that would increase each time you were caught. Would you fine paying a fine and going to a drug awareness class for 1 day. "4 hoursā? a week for a month?

Myself, I would pay. Just stop sending us to prison and I will shut up and leave the Government alone.
