I have seen videos of pedal powered hovercraft that used big squirrel cage fans. im not sure how loud they are but they cant be any louder than any other fans I wouldnt think. as far as mounting it you could build a box that has a round hole that a piece of pvc pipe fits into for your outlet and then hook a dryer vent to that. then have another hole that your fan mounts up to
