Get some weed and lace it with something nasty like thallium sulphate (rat poison). This will be the last time he steals from you.

I don't know what kind of person this is who steals from you. If you beat him really bad like with a ball pein hammer or something, would he be likely to inform the police? or would he come and smash you with a hammer back? If that's the case and you need to get him back in a sneaky way, melt his car into a blob with some t'h'e'r'm'i't'e, or drop an a'c'e't'o'n'e peroxide b' o' m' b through his letterbox.
