Yes you can use distilled white vinegar at the rate of one teaspoon per gallon of water to lower Ph about one point. Use more if you need to lower the water even more but let it set after you mix it for about 3-min each time. You can also use the juice from real lemons too. Baking soda will work to raise the Ph as well.

What I have found is these work but not for long at all and you play the Ph up and down game all the time. If you can just buy some Ph up and Ph down they work longer and hold the Ph better.

    Did that answer your question?

I am not sure what Zandor is referring to as to the "not for long at all."

I guess you are referring to the hydro or bubbler setup....

If you are growing in soil, vinager is fine and dandy.

pH up or pH Down is great, but then you lose the 'organic' feature of an indoor grow.

To get the correct ratio always use less first you can always add more but playing the up down game is not fun. As for Baking Soda it only take a very small pinch very small.

    It is not fun.

If I over do it on the pH down side, I just dump the water out and start all over. I've gotten pretty good now, but once in a while....

That's the idea HARDDON just start over again but when you buy RO water and need to drive to the water store to get it what a hassle that is. I quit counting how many gallons of water I lugged back and forth in 5 gal buckets 100 gallons a week for many, many years.

I knew what Zandor was refering to with the vinegar. not by experience but I have read many times vinegar is unstable, and often by the next day ph rises. I avoid ph down and up because of the non-organic thing as harddon pointed out. Rather I just get my soil neutral, use r/o, foliar feed w/ seaweed when necessary for nutes that may bind when ph is not low enough. other than than 6.8-7 is fine for the rest of nutes in soil.
