Why would Bush try to stop it?

it works in his favor and the goals he and his cronnies what to accomplish.

Did Bush plan it? NO

Did Bush know it was going to happen? On some level, YES

these guys know each other, the worlds leaders are little better than the mafia in the respect that they know excatly why and what happens.

He knew it was going to happen, he just didnt know by who or when. Maybe he knew both who and when, but refusal to ask the question is just denial.
