It is legal on the open Ocean,
there was a yacht of the coast of England selling Alcohol VAT free,
because it is classed as International waters 3 miles out it was all legal,
until the authorities found away to do them,
could work with weed, if anyone wants to be the first genie pig.

I think cannabis seeds are perfectly legal in Portugal and most other countries. It is the growing part which is probably not allowed.

I must refute that. I think in at least 5-10 years it may be legal and fully regulated. We'll see. However, they just might not US "drug tourists" in. lol. The real problem is pressure coming from the US. The US is the only obstacle affecting Canadian legalization. If the US was enlightened as Canada, both countries would be very good and effective drug policies.
