Hmmmm... well, yeah, except it's not quite the same. They buy all the designer labels and stuff, but have absolutely no sense of fashion.. They tuck their trousers in to their football socks, wear Burberry baseball caps or scarves, and big gold watches and chains that they most probably acquired by selling their gran. But yes, they are basically hoodlums in designer clothes.

Edit: When I say 'designer' clothing, I mean the tacky looking stuff like Nike tracksuits, Adidas tracksuits, etc etc etc
