The best fluorescents for flowering would be warm-white or anything with the word "warm" in the name. They have more red light which plants use during flowering.
560 watts will work but only if you keep the lights very close to the plants, like a couple of inches or so. The intensity of fluorescent light diminishes rapidly with distance so you've got to keep em close for them to be effective.
Just water when the top few inches of soil has dryed out.
It usually takes longer than 8 days of 12/12 before you notice flowers. But it could happen if the plants are ready to flower. How old are your plants?
