how can electric cost be bigger with hps,if you have to choose between 250 watt hps and 400 watt fluoro?

Flors vs HPS Ligts Quick Question: Would I be better off with 400 Watts of Flourecent Lights at approx 30,000 Total Lumans or 250 Watt HPS Light at approx 35,000.
