Its not a hydrophonics type growing light, its one of those tanning lights that you use to get a tan. Not sure what bulb but it gives of UV rays.

I was lost when you said sunbed, tanning beds are what I am use to hearing.

I think they are used more for getting someone tanned and not about lighting plants need. Those bulbs as I said focus on tanning not growing, I am sure that it could be used but not real well, IMO only.

So do they give correct light, probably not but they do give light and just like any bulb, will allow a plant to grow but probably not like you want.

Maybe you can find out who sales those bulbs and check the light specs.

sunbeds won't work dude. they give off primarily UV rays (the shit that makes you tan). Unfortunatly that is not the type of light plants use for photosynthesis, in fact it can be harmful if anything to them. The plants need light that is high in red and blue light, UV is just way off their spectrum. If you really want you can still try it, but you will probably only end up with it dying pretty quickly.
