3 weeks into flower and my buds are tiny

I have 4 white widow x big bud, a white widow x skunk and a cotton candy 3 weeks into 12/12 and the buds are real small. I saw a white widow online, same age with like 5" tall buds. I grow hempy, feed every other day with gh nutes, ph the water to 5.6-5.8. One 400w hps hanging 12"above them.

12" may be a little close for a 400 watt HID. What is the temperature at the canopy?

The diagrams I have found online showing distance from bulb to match sun strength show 400w hps to be 10-12". When I place the back of my hand under the bulb I can leave it there all day. I'm just afraid the bulb isn't strong enough. I have a 1000w on order so I'll have 1400 watts

Impossible to determine, could very well be your skill level, light level, or genetics of the plants.

white widow takes 2 weeks for a bud to even show. Chill out they will grow in the next 8 to 10 weeks left to the flower cycle

I agree, after just two weeks you should be able to determine the start of the bud, but there is so much more growth to go. In soil it can be three weeks until you can even see the base bud structure. That being said, each genetic can be different, though the whites and skunks tend to grow on the larger side, but 2 weeks is not enough to figure yet.

I have a 400watt setup and after 1.75 weeks the Critical Kush is really showing like it will produce a high yield, but my Kosher Kush plants looks like it is still veging in comparison. Blue Rhino has a great start going abd the critical 47 barely has anything. All started from seed on the same day and flipped lights on same day.
