According to the DEA anything containing THC is illegal, which of course includes seeds.
After a quick search I found a conviction for possession. "On 17 April 1972 Appellant was convicted of possession of marihuana under Texas Law. On6 November 1971 Appellant was arrested in Freeport, Texas, for engaging in a fight and a search ofhis person by police revealed a number of seeds in his back pocket. Upon examination these seedswere found to be marihuana and this led to Appellant's conviction"
On the other hand they aren't going to send out the SWAT teams for ten seeds. If you're growing one or two plants for personal use you might get caught, if you're growing a hundred plants for the west side you will get caught.
