Just took a closer look.
I'm seeing lots of amber trichome heads.
You could harvest today if you wish.

That frosty stuff IS the flowers.
(Don't expect huge, well shaped buds from an outdoor plant of that size.)
Those small, white, dots are the capitate glands, they contain the resin.
When they start turning amber, they are ready to harvest.
Just cut the stalk near the soil, trim off the fan leaves, and hang it in a dark, cool, place to dry.
Should be ready to try in about 4 days.
