I need help! New to this

So I tried to grow two plants outside and lets just say it failed. I ordered the seeds and got the 60 day vertigo and I got a speed one which takes 40 days. I germinated them and left them outside. They never grew very big at all. It looks as if they're starting to bud and could someone tell me if I'm right in saying that and also could they help me determine why they didn't grow so big? Thank you guys so much

Also not sure if its flowering or budding because where they're so small they don't resemble anything I've read online about

    Female, in flower.
Those calx's are about to swell up, you are close to harvest.
    Congratulations!

They are small because they were planted too late in the season.
    Cannabis is photoperiodic.
When it "sees" more than 12 hours of darkness it feels winter coming and goes into flower.
You need to start in the early spring to grow tall trees.

Might be small, but they look good.

I'm bringing them inside my house so should I put them on a 12-12 light schedule?

If it's getting cold outside, yes.
Just give them plain PH'ed water for the last week or so.

When you feel they are ready, chop and hang to dry for 4 to 7 days depending on humidity.
I'd point you at a curing thread, but we both know they won't last long enough to bother, yah?
We'll discuss curing on your next grow.

I'm sure that someone can. :P

    Just took a closer look.
I'm seeing lots of amber trichome heads.
You could harvest today if you wish.

That frosty stuff IS the flowers.
(Don't expect huge, well shaped buds from an outdoor plant of that size.)
Those small, white, dots are the capitate glands, they contain the resin.
When they start turning amber, they are ready to harvest.
Just cut the stalk near the soil, trim off the fan leaves, and hang it in a dark, cool, place to dry.
Should be ready to try in about 4 days.

    Enjoy,

    Weeze

While you are waiting, I suggest that you click the "everyt'ing" link in my signature, and educate yourself.
Then your next grow will be large, tight buds by the bushel, yah?
