 One, the thieves may not be the end users.
They are more likely to be iceheads, crackheads, junkies, etc.
They will steal anything that they can convert to cash for their addiction.

And B., there's every chance that the wrong person will go to jail for aggravated assault, negligent homicide, manslaughter . . .
