usually not, with the one you pictured; yes I would beleive as it looks like it is designed to fit over a tube. look at the cheap one at www.northwestglassart.com. you do NOT need a downstem for that

I attached a pic of one if you don't know what I'm talking about. But anyways, what's the verdict? Do they filter the smoke enough to actually make a difference?
