ok so let me get this right ? . ? . ?
ok from what i have been reading these babies can be basically forced into budding at any time ?

switching to 12/12 early is a poor way to save space/height: reduced yields, etc.
Low Stress Training, trimming or FIM is a better space saving method.

I agree with DP, short veg is not the best way to grow and yield a decent product.
However, some strains (Haze) are very agreeable to start flowering shortly after they germinate. They flower for a long period (12 to 24 weeks) and will probably reach the lights.

If they're not autos then they won't go into flower until they're old enough kinda like puberty.

well i agree on the need to be old enough, but wouldnt there be a way to have your plant only produce one bud and not be very tall? i thought i saw someone post a photo of something like that is why im askin here cant seem to find the dang post, a guy from UK made it

you are correct. a sea of green grow starting flower early can produce the kind of plant you're talking about, but the strain has to be agreeable to grow like that.
