There are other parts of the body growing hair in which the collector can obtain a sample from, if hair is not present on the head of a donor.
If a person has a completely-shaven body and uses the "swimmer" excuse, fingernail clippings can be used in place of hair for a sample. In some cases, a completely shaven body can be treated as a "refusal to test".
