Halogens are not good for growing weed. they are way too hot for the amount of light they put out and neon is even worse. T5 flourescent bulbs in 6500K work well also for veggin if you have enough and they are close to the plants. Just read up on lighting and make sure you buy 6500K cfl's and the rest is easy. You will have to come up with something better for flowering, but natural light will work for that if it's the SUN! Good luck!
