need help with pests

[align=left]I am having a problem with what I believe to be an insect
I looked at one under a magnifier and it had four legs. But insects have six, perhaps when I handled it two legs fell off?
The pest is black in color
It lives in the dirt (and I believe it is feeding on the roots)
It is about 3/32 of an inch long
It can fly
I have caught a few and I believe it hides its wings beneath the covers on its abdomen
Its wings are delicate and clear in color
I would like to know what it is and how to get rid of it[/align]
