Certificate of THC quantity in seeds
If you're talking about selling hemp seeds as animal or bird feed, they may be trying to certify that the seeds themselves have minimal THC content.
When grown out, hemp has little to no THC while marijuana has much more.
I think maybe you're asking the wrong group of people - most people here are looking at max THC.
I would think that hemp seeds would be very inexpensive compared to seeds used to grow marijuana - 100 grams would be slightly less than four ounces of seed and should be very cheap if you're talking bird-food grade.
