I don't think anyone will do an American seed bank until the federal laws change in the US.

And, when they do, all the European & Canadian companies will be more open to shipping to the US as well.

In the meantime, there are plenty of seedbanks that will ship to the US.
Just make sure you use one that will replace the seeds if they go missing in the mail - some charge an extra fee for that, others include it in the price of the seeds.
