There's one big assumption here. China is not particularly generous with information about...well, itself. Unlike the US, where research projects from MIT or NGOs workign for federal contracts gets leaked all the time...infact not just the US, most of the Western world, China keep their cards VERY close to their chest. So much so, that its a big assumption about what China can and cant do - the only thing they massvely export is Hentai surely?

Its relatively easy to assume western capability. The closed nature of communist communities does not affrd that. For all we know China may already have simlar capabilities. dont forget their economy is the success story of the last decade.
