First time indoor grower!! New help,, please

As i said it I am a first time indoor grower, and I am a bit confused at what my clone is doing. First off I am growing in a drip system hydro setup with a 240w 7 band led and i have 1 clone and 5 seedlings about 3 1/2 in tall. with that said, my grow room stays at about 23 degrees Celsius day through night.
Ok well my problem is that the larger 2 leaves on my clone keep getting this white film on the top side of them, and i wasnt sure if this was a problem that i was doing or if it was some sort of stress. And they are all going into their second week of veg.

I would provide pictures but i lack a camera that will capture the image clearly..

Well, being a dumnamerican; I don't know what 23 celsius is without going to a converter.

Temp needs to be 80-90 degrees fahrenheit.

What is the humidity level in the room? Possibly you are getting a mold or mildew due to colder damp environment, but without pictures, anything suggested here is mere guesswork at best.

Ok well the average temp is about 78 degrees Fahrenheit and average humidity around 40%,, does that help any?

Yes and No. 1st. You hu,idity level is really low for vegging seedlings and even lower for rooting cuttings. Not sure what the film could be coming from, especially without piks.

Is it wet or dry film?

Are your clones rooted already?

I will add this. I believe you have no adequate lighting. I am not a proponent of LEDs, although there are some LED lamps coming out that are producing decent small plants.
