1st thing. This is in the wrong board. this is a cabinet/growroom question, or a ventilation question; Not a basic growing question.

Do you know that the 1st thing you need to do is figure out the Cubic feet in your cabinet? To do this. Basic math. 2.5 x 2.0 x 1.5. That computes to 7.5 cf. So if you got a fan that would draw 7.5 cf per minute, then it would cool the cabinet in 1 minute. If you have a fan that is 150 cfm; It would clear your cabinet of heat in under 1-2 seconds. 7.5 divided by 150.

Intake is always at the bottom. Fan is always at the top.

Passive or fan driven intake is a matter of choice, and cabinet/room size. In your case cabinet is so small that passive intake will be all you need. Make sure you put a screen over the hole to keep out bugs/flies/moths that want to eat your plants.
